Here in the United States, the Cinnamon we buy is not real cinnamon. Instead we get Cassia.

Real Cinnamon is papery, not woody.

Apparently, we Americans are unable to tell the difference so we are gien the cheaper, woody bits.

A few stores, like Lhasa Karnak here in the bay area, sell real Cinnamon.
